In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Professional and Scientific Positions/
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by major study in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position to be filled.
For Child Development Director and Assistant Director positions with the Department of the Air Force the education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position to be filled.
OR
Combination of education and experience Courses equivalent to a major in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or an equivalent field of study, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study in a child-related field.
For Child Development Center Director, a minimum of a bachelor's degree in childhood education, child development, social work, nursing, or other child-related field AND experience working with the age groups in the program is required. If the director does not have a BA degree in those areas, the director must have an AA degree and must be working toward the completion of a BA degree.

- Plans, organizes, and oversees the activities of a Child Development Center, ensuring the programs comply with legal and regulatory requirements and meets customer needs.
- Provides oversight in the care of full day, part day, and specialized settings. Assesses and determines requirements for program equipment and materials. Ensures cognitive, physical, and emotional growth of children ages 6 weeks to 5 years or those with physical, intellectual and/or developmental disabilities and function on an age comparable to those previously stated.
- Responsible for the financial operation of the Child Development Program, the facilities, grounds, equipment, health and safety. Ensures program meets established financial goals. Prepares and executes appropriated and non-appropriated funding budgets.
- Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work throughsubordinate staff and/or supervisors.

- This is a supervisory position; a one-year supervisory probationary period is required; must be able and willing to assume a lead/supervisory position.

- This position is subject to provisions of the DoD Priority Placement Program - Disclosure of Political Appointments
- The position may have been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employees may be required to pass initial and periodic short notice drug testing.
- Works an uncommon tour of duty. May be required to perform other duties in support of extended mission requirements based on the scope of the mission during times of conflict or staffing shortages.
- Recruitment for positions at the following USAFE locations is limited to the immediate local commuting area when PCS is not offered: Kaiserslautern AB, Kapaun AS, Ramstein AB, Spangdahlem AB, Aviano AB, RAF Lakenheath and RAF Mildenhall.
- IAW 34-144 and DoD Certification requirements, a pre-employment physical examination with a renewal at least every 3 years and specified immunizations are required. Must be physically and behaviorally capable of performing the duties of the job.
- This is a Centrally Managed position
- Employees and family members requiring medical/dental care in the overseas location are responsible for obtaining/paying for care. Access for these members to military medical/dental treatment facilities is on space-available/reimbursable basis only.
- Full/part-time employees occupying direct childcare positions are eligible for discounts IAW DAF AFSVC/CC Memo, 30 Sep 22; first child 100% / each additional child 25%. Other assigned CYP and FCC personnel are eligible for 25% discount.
- Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
- Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
- Must be able to obtain and maintain certification for Cardiopulmonary Resuscitation (CPR), First Aid, rescue breathing, and Food Handlers as well as complete additional training requirements.
- This position has been identified as having "regular contact with children". In accordance with (IAW) Public Law 101-647 Section 231, Public Law 102-190, Section 1094, and DoD Instruction 1402.05, background checks are required.
- DD Form 2981 Basic Criminal History and Statement of Admission, Installation Records Check, FBI fingerprint, and Tier 1 with a State Criminal History Repository (SCHR) check will be completed on any person selected for this position.
- Differential and/or allowance authorized for your permanent duty station will be paid to the extent that eligibility therefore is established and are subject to change without notice.
- May be locally, or command designated as Mission Essential (ME); performing a Mission-Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. (DoDI 3020-42).
