Summary

This position is located at the School Age Center in Landstuhl, Germany.

Morale Welfare and Recreation Child and Youth Services (CYS) Employee Childcare Fee applicable to employees working at least 15 hours per week:

  • First Child: 100% childcare fee discount (all CYS employees)
  • Second and Subsequent Child: 25% childcare fee discount (all CYS employees)

Duties

Help

  • Majority of assignments are performed independently with technical assistance from the CYS Coordinator when required.
  • Serves as a member of the Installation Child and Youth Evaluation Team to ensure compliance with health, fire, safety, facility and program regulatory requirements and CYS baseline standards.
  • Recruits and hires qualified personnel utilizing Army CYS Standard Position Descriptions. Supervises and evaluates employees based on established performance standards.
  • Develops program budget and provides to CYS Coordinator for CYS budget. Manages program to budget. Conducts written analyses of budget variances.
  • Establishes and maintains an active program of parental involvement, providing parent education opportunities and encouraging parent observation and participation.

  • A one-year probationary period may be required.
  • Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.2 to include a Child Care Tier 1 background investigation.
  • Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations IAW current Army and of policy including annual influenza vaccinations.
  • Satisfactory performance, successful completion of training requirements and demonstrated on the job competency is required.
  • Travel to on and off post locations required.


Qualifications

Resumes must be two pages (or less). Resumes should clearly demonstrate the applicant's relevant experience, skills, knowledge and abilities as they pertain to this position.

A qualified candidate must possess the following:

(Qual 1)
Successful completion of an undergraduate Degree that included or was supplemented by major study (at least 24 semester hours) in the fields appropriate to the position consistent with:

For positions in Child Development Facilities: The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education or other fields appropriate to the position to be filled such as related behavioral science.

For positions in Youth Facilities: The education must have been in youth development, youth administration, education, home economics, physical education, elementary education, special education or other fields appropriate to the position to be filled such as related behavioral science.

For positions in School-Age facilities, the education must have been in any of the fields above.

OR

(Qual 2) A combination of education and experience - courses equivalent to a major in a subject matter field (24 semester hours) appropriate to the position (see above), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described above.

In addition to the basic requirements stated above (Qual 1 OR Qual 2) all candidates must possess the following:

  1. 12 months of professional experience in managing a child or youth facility is required. This experience must be equivalent in difficulty and complexity to the next lower level to include the following:

    • Demonstrated experience in managing an entire cycle of operation of a CYS facility to include budgeting, facility management, supply management, program development, implementation, selection, training and supervision of personnel and curriculum oversight.
  2. The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.
  3. Comprehensive oral and communications skills and analytical writing skills.4. Ability to present ideas and proposals to a variety of audiences.


In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified":

  • Demonstrated expertise implementing Boys & Girls Clubs of America (BGCA) and 4-H positive youth development curricula.
  • Supervisory experience directly supporting Council on Accreditation (COA) and/or National Association for the Education of Young Children (NAEYC) accreditation processes.
  • A minimum of 24 months experience as a supervisor managing 100+ funded school age spaces.

Proof of education is required at the time of application. Note: Education must be directly related to the position to be filled. General Education courses do not count toward the credit total.

  • This job is part of a pay-banded system. Sunday premium pay for regularly scheduled employees and night differential pay may be authorized by the Garrison Commander.
  • Foreign overseas allowances, Post Allowance and differentials may be paid.
