Role Summary

The Contingent Labour Lead for Germany is responsible for leading the discovery, design, and implementation of a future-fit contingent labour operating model across Germany. The role will be based in Dahlewitz (near Berlin) and will act as the country subject-matter expert for all non-permanent labour.

Working closely with the Global Programme Lead for Non-Permanent Labour, the People (HR) Function, and Procurement, this role will lead a significant change programme. The successful candidate will play a critical role in bringing the business on the transformation journey, building trust, credibility, and strong stakeholder relationships across a complex global organisation.

What you will be doing:

Discovery & Current State Assessment
  • Lead a comprehensive discovery of current contingent and non-permanent labour usage across Germany, including:
    • End-to-end processes, policies, and governance
    • Supplier landscape and commercial models
    • Spend analysis and demand drivers
    • Compliance, risk, and control environment
  • Develop a clear fact base highlighting inefficiencies, risks, and opportunities for simplification, standardisation, and value creation.


Future Model Design
  • Partner with the Global Programme Lead for Non-Permanent Labour to design a future-fit contingent labour operating model for Germany.
  • Ensure the future model is scalable, efficient, and fully compliant with German labour law and regulatory requirements.
  • Place customer experience at the centre of the design, ensuring a simple, intuitive, and effective experience for hiring managers and stakeholders.
  • Work collaboratively across the People Function and Procurement to deliver a best-in-class, end-to-end solution.


RFP, Supplier Strategy & Market Expertise
  • Support the design and execution of a global and/or regional RFP and tender process for contingent labour services.
  • Provide deep expertise on the German contingent labour market, supplier landscape, and legal framework.
  • Contribute to supplier selection, commercial negotiations, and contracting strategy.


Implementation, Change & Stakeholder Engagement
  • Lead or support the implementation of the future contingent labour model in Germany, including:
    • Process design and rollout
    • VMS implementation and optimisation (ideally VNDLY)
    • Supplier onboarding and transition management
    • Communications, training, and adoption
  • Play a visible leadership role in a significant change programme, engaging senior stakeholders and bringing the business on the transformation journey.
  • Build strong, trusted relationships with hiring managers, business leaders, and functional partners to ensure sustained adoption and success.


Governance, Compliance & Continuous Improvement
  • Ensure ongoing compliance with German labour law, co-employment regulations, and risk controls.
  • Establish robust governance, reporting, and performance management frameworks.
  • Drive continuous improvement through data, insights, and stakeholder feedback.
  • Support readiness for potential future expansion into global or multi-country contingent labour services.


Position requirements:
  • Proven experience leading contingent labour or non-permanent workforce solutions in Germany.
  • Deep specialist knowledge of German contingent labour delivery models and local labour law.
  • Fluency in German and English (written and verbal).
  • Strong understanding of Vendor Management Systems (VMS); experience with VNDLY is highly desirable.
  • Demonstrated experience delivering complex change programmes in a global, matrixed organisation.
  • Excellent stakeholder management skills with a proven ability to influence, engage, and bring the business on a transformation journey.
  • Strong analytical capability, including spend analysis and insight-led decision making.
  • Willingness and ability to travel as required.


Desirable:
  • Experience supporting or leading global or multi-country contingent labour programmes.
  • Knowledge of the UK and US contingent labour markets and regulatory environments.
  • Experience supporting global RFPs and large-scale supplier transitions.
  • Exposure to Global Business Services (GBS) or shared services environments.
