Position Title: Safety & Health Officer (L1 SSHO)

Area of Requirement: Primarily Vilseck/Grafenwohr MTF, Bavaria, Germany

Scope of Position: As the lead safety authority, the L1 SSHO implements and enforces the Accident Prevention Plan (APP) and ensures all EM 385-1-1, OSHA, EU, host-nation, and TJC Environment of Care safety standards are met. This role includes conducting comprehensive hazard analyses, developing corrective safety action plans, and fostering a culture of safety across all Bavaria MTFs. The L1 SSHO also manages the site's behavioral-based safety

program, oversees incident-response drills, and coordinates with local emergency services and regulatory bodies.

Tasks and Capabilities Required:

Program Development & Oversight:

o Draft, submit, and update the APP and Site-Specific Addenda per Attachment 10.0; review quarterly.

o Assign and train Alternate SSHOs, Designated Representatives, and Competent Persons for confined-space, fall-protection, and electrical safety tasks.

o Lead behavioral-based safety observations and implement corrective coaching.

Hazard Analysis & Training:

o Conduct AHAs for high-risk activities (hot work, lockout/tagout, elevated work); ensure multilingual distribution of AHA documents.

o Develop and deliver monthly safety training sessions covering EM 385-1-1, host-nation regulations, and TJC standards; track completion rates.

Incident Response & Reporting:

o Investigate all accidents/damage events within 24 hours; prepare root-cause analysis reports; coordinate medical follow-up and record near-miss data.

o Track and report EMR, DART, and TRIR rates; benchmark against industry and DoD targets; present quarterly safety-performance summaries.

Compliance Audits & Continuous Improvement:

o Conduct regular safety audits of field activities, facility entrances/exits, and fire-protection systems; enforce timely corrective actions.

o Manage third-party safety inspections; coordinate certificates of compliance for host-nation regulators and DHA-FE.

Mandatory Experience and Certifications:

OSHA 30-hour card plus 24 hours SOH training every 3 years; minimum 5 years' safety program management experience in complex, multi-site environments.

Competency with EM 385-1-1 L1, L2, and L3 SSHO requirements.

Fluent in English and German (Level III proficiency). Preferred/Desired Certifications:

Certified Safety Professional (CSP) or Associate Safety Professional (ASP).

HAZWOPER 24-hour Certification.
