The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Child Development Center or School Age Care Program while ensuring the staff provides appropriate developmental care and instruction for children and youth in Child and Youth Programs.

Duties

Help

  • As a supervisor, ensures staff provide appropriate developmental care and instruction for children and youth in Child Development or School Age Care Programs.
  • Exercises supervisory personnel management responsibilities.
  • Establishes, develops, and maintains effective working relationships with other managers and professional staff to ensure seamless service and continuity of quality for all children and youth.
  • Support and consistently reinforce developmental training of Child Development Center or School Age Care Programs direct care professionals.
  • Conduct and review program evaluations of classroom and activity areas, identifying areas that need improvement, and establishing and implementing corrective action plans to address deficiencies.
  • Conducts quality assurance checks on classroom/activity records to include, after action plans, medication and allergy documentation, classroom inspection checklists, temperature logs, inclusion and behavior support plans, accident/incident reports, child attendance and accountability reports, as well as any locally required documentation.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays
  • IAW DAFI 34-144 and DoD certification requirements, a pre-employment physical examination with a renewal at least every 3 years and specified immunizations are required
  • The incumbent is required to have mobility necessary to ensure safety of children and youth and engage in repetitive actions such as walking, standing, bending, stooping, and sitting on the floor
  • The work involves everyday risks or discomforts which require normal safety precautions typical of a wide variety of child and youth activities, programs, and services, such as exposure to disease or injuries
  • Duties may involve working both indoors and outdoors. Classrooms and office areas are adequately lighted, heated, and ventilated
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours
  • This position has been identified as having "regular contact with children". In accordance with (IAW) Public Law 101- 647 Section 231, Public Law 102-190, Section 1094, and DoD Instruction 1402.05, background checks are required.
  • CON...DD Form 2981 Basic Criminal History and Statement of Admission, Installation Records Check, FBI fingerprint, and Tier 1 with a State Criminal History Repository (SCHR) checks will be completed on any person selected for this position.
  • CON... Renewal every five years of the Installation Records, FBI Fingerprint and SCHR is required with annual review of DD Form 2981
  • Position is subject to immunization requirements as a condition of employment for working with children and youth. Employee is required to obtain appropriate immunization against communicable diseases in accordance
  • CON...with recommendations from the Advisory committee on Immunization Practices (ACIP), which includes the influenza vaccine
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • CON...Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety
  • Certificate in first aid and cardiopulmonary resuscitation is required
  • Must be 18 years of age and possess a high school diploma or equivalent
  • The incumbent serves as a mandated reporter as prescribed by local policy in the case of suspected incidences of child abuse and neglect


Qualifications

Conditions of Employment Continued:

  • At a minimum, meet qualification requirements stipulated by the US Office of Personnel Management for the 1701 occupational series
  • The duties of this position require the employee to operate a motor vehicle. An appropriate, valid driver's license is required


BASIC REQUIREMENT for GS-1701: A Bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. Note: you MUST submit a copy of your transcript(s) with your application.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: Applicants have a combination of education and experience in courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. Note: you MUST submit a copy of your transcript(s) with your application.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include professional knowledge of the theories, principles, and techniques and methodology of education and training of child and youth growth development to provide overside and direct involvement in Child Development Center or School Age Care Program, which maintains and improves the physical, social, and mental wellbeing of young children and youth; knowledge of learning and recreational activities and services, of participant's interests and needs, and the methods and management policies, practices, and procedures of the programs operations. EDUCATION: Applicants have 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree My education was obtained in an accredited college or university. Note: you MUST submit a copy of your transcript(s) with your application.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of professional child and/or youth development theory, methodology, and practices relating to physical intellectual, social, and emotional development of children at a variety of ages, with a variety of needs, and in a variety of settings.
  2. Knowledge of safety and security regulations, practices, and procedures.
  3. Knowledge of Federal, State, and local laws governing the detection, prevention, and reporting of child abuse and/or neglect.
  4. Skill in educating, counseling, and advising childcare providers and parents; assessing training and children's developmental needs; and evaluating qualifications and suitability of childcare providers.
  5. Ability to communicate effectively, both orally and in writing.
  6. Ability to adapt planned activities for children's individual skills


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
