Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The Peace, Security and Resilience Section leads UN Women's work to fulfill its mandate in the area of peace, security and disaster risk reduction, as well as UN system efforts towards improved implementation, and monitoring and reporting of global commitments on women and peace and security, including as set out in the Beijing Platform for Action and in Security Council resolutions 1325 (2000), 1820 (2008), 1888 (2009), 1889 (2009), 1960 (2010), 2106 (2013), 2122 (2013), 2242 (2015), 2467 (2019) and 2493 (2019), relevant Statements by the President of the Security Council, and related accountability frameworks established by the UN system.
As part of the Peace, Security, Humanitarian and Resilience (PSHR) Section, UN Women hosts the Secretariat of the UN Multi-Partner Trust Fund the Women's Peace and Humanitarian Fund (WPHF). WPHF is a partnership between the United Nations, Member States, and civil society, to provide accessible and flexible financing for women led and women's rights organizations working in crisis and conflict affected settings. Since the end of 2016, the WPHF has supported over 1,800 civil society organizations and is present in 49 countries.
The WPHF Technical Secretariat (WPHF Secretariat) is the body responsible for the operational functioning of the Fund, serving as the GSC Secretariat. The WPHF Technical Secretariat core functions to lead on the achievement of WPHF's Strategic Plan include, providing quality, flexible and effective funding, supporting global learning, capacity strengthening and knowledge generation, and strengthening governance, strategy implementation and accountability for the Fund.
Under the guidance and direct supervision of Head of Secretariat, the Deputy Head of Secretariat is responsible for the effective oversight and implementation of the WPHF regular Funding Cycle, Rapid Response Window and Women's Human Rights Defender Window. The Deputy Head of Secretariat supervises and leads the Secretariat programme staff and works in close in close collaboration with Participating UN Organizations and Non-UN Organizations, as well as the WPHF Operations, Partnerships, Coordination and Communications teams to ensure successful implementation of the Secretariat's Strategic Plan.
Key Functions and Accountabilities:
1. Manage the programme team
- Manage the day-to-day work of the programme teams, including finalizing the team's annual workplan;
- Manage the process of programme conceptualization, planning, implementing and monitoring; and the management of material and financial resources;
- Ensure coordination and synergies across WPHF three main funding windows i.e. Rapid Response Window, Regular Funding Cycle and Women Human Rights Defender Window, as well as the Global Learning Hub.
- Lead the process of preparing programme implementation progress reports and identifying areas for Head of Secretariat action and/or decision;
- Technically support the development of the Office security strategy and plan, as required.
2. Provide advisory and specialized technical support on the strategic direction of the Fund
- Advise and guide the Head of Secretariat on strategic areas;
- Provide specialized technical and strategic support in managing all aspects of the programme design and related activities and for ensuring compliance and accountability in programme monitoring, reporting and evaluation;
- Collaborate with the Monitoring and Reporting, Partnerships and Communications team to develop policy documents, briefs and other strategic papers/materials for use in the development and presentation of innovative and coherent policy and programmatic positions;
- Serve as a senior member of the management team.
3. Represent WPHF, with a focus on programming
- As delegated by the WPHF Head of Secretariat, represent WPHF during key advocacy and policy fora;
- Ensure WPHF's participation in UN system thematic and WPS and Gender in humanitarian Action Fund working groups to advance coordination.
4. Provide technical support in creation of strategic partnerships and resource mobilization strategies
- Provide substantive research and inputs in the formulation and implementation of the WPHF resource mobilization strategy;
- Support and maintain relations with government, partners, stakeholders and donors to achieve active collaboration, cooperation and alliances on programme development and implementation and resource mobilization.
5. Manage personnel under supervision
- Manage the performance of personnel under supervision; provide managerial direction, guidance and leadership to staff and provide performance feedback and coaching to personnel supervision, ensure performance assessment are implemented on time and ensure personnel are fully aware of UN Women workplace relations policies;
- Create an enabling work environment;
- Identify learning and development opportunities
6. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.
Supervisory/Managerial Responsibilities: The incumbent leads a team of 15, which includes 3 direct reports (P3s.), as well as 5 affiliate personnel (IPSA/NPSA, consultants and interns).

Recruitment Qualifications:
Education and Certification:
- Master's degree in international development, public policy or other relevant social science fields is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- At least 7 years of progressively responsible work experience in programme management, with a strong focus on peace and security, gender in humanitarian action and/or gender equality and women's empowerment is required.
- Experience at the country office or regional office level is required.
- Experience in strategic planning is required.
- Experience leading and managing personnel in international settings is required.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
- Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
- Experience in resource mobilization is desirable.
- Experience in advocacy is desirable.
Languages:
- Fluency in English is required.
- Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
