The purpose of this position is: to serve as a Security Specialist , Headquarters United States Air Forces Europe (HQ USAFE) and Air Forces in Africa (AFAFRICA).Qualifications:This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for series 0080.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: This position requires extensive knowledge of the principles, concepts and methods of the physical and or personnel security profession, intelligence community relationships and ability to understand various communities' positions affecting Air Force SCI programs; incisive knowledge of SCI and collateral security doctrine, operational methodology, and requirements within Air Force SCI programs; knowledge of tactical SCIF and temporary secure work area requirements; in-depth knowledge of DoD, Air Force, and Director of Central Intelligence Agency regulation on SCI eligibility; and in-depth working knowledge of the congressional budget process, to include PPBS, GDIP, POM and IPOM processes and procedures. NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.

- Knowledge of intelligence community relationships; SCI and collateral security doctrine, operational methodology, and requirements within Air Force SCI programs; SCIF, tactical SCIF, and temporary secure work area requirements; and DoD, Air Force, and Director of CIA regulations on SCI eligibility.
- Knowledge of safety and security regulations, practices, and procedures; and ability to evaluate personnel security standards.
- Knowledge of the congressional budget process, to include PPBS, GDIP, POM, and IPOM processes and procedures.
- Skill in oral and written communications; and ability to articulate the goals, objectives, and performance standards expected by upper-level management.
- Ability to provide consistent guidance and technical assistance to HQ USAF, USAFE/AFAFRICA General Officer staff, and USAFE/AFAFRICA staff and line units.
- Ability to fashion clear, coherent implementing instructions for SCI security techniques, practices, or methods. Ability to understand various communities' positions affecting AF SCI programs; and ability to understand and follow technology advances in the INFOSEC field.
- Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- This position is Emergency Essential (E-E). In event of a crisis situation, the incumbent, or a designated alternate, must continue to perform E-E duties until relieved by proper authority. The incumbent or designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent, or the designated alternate, be removed from any military recall status.
- Position may require temporary duty (TDY) travel away from the normal duty station on commercial or military aircraft.
- Due to the sensitive nature of intelligence matters, the qualities of sound judgment, tact, and integrity are essential.
- Personal data to which the incumbent has access are controlled by the Privacy Act of 1974 and must be safeguarded appropriately.
- Department of Defense Security Fundamentals Professional Certification, Security Asset Protection Professional Certification and Physical Security Certification conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification.
- Key Position: The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IA W: DoDD 1200.7, "Screening the Ready Reserve."
