The Air Force Civilian Service (AFCS) is looking for a Full-Time IT Specialist (PLCYPLN), GS-2210-13, assigned under HQ, USAFE-AFAFRICA, located at Ramstein AB, Germany.
***This vacant position is being announced as a potential promotion, reassignment or change to lower grade (CLG) and is exclusively open to current Department of War (DoW) federal employees. Applicants must submit their most recent SF50 to verify eligibility. Annual Salary Range is $90,925 - $118,204 based on experience. (Not including overtime, holiday pay, annual or within-grade pay increases)
In addition to moving expenses being covered, this opportunity is also eligible for a tax free allowance to cover housing and utilities expenses. If selected and currently being a CONUS stationed employee, you will also receive return rights for up to five years ensuring you have a position to return to after the completion of this tour.

DUTIES AND RESPONSIBILITES:
-Oversees information technology architectural goals in support of the USAFE-AFAFRICA's broad mission requirements. Responsible for Theater-Wide IT architectural direction and project integration. Recommends a wide-range of IT tools and solutions. Guides the development, deployment, and enhancement of mission solutions through leveraging information technologies. Keeps current on new information technologies in order to provide sound technical advice to other Directorates and senior leadership.
-Serves as an IT specialist, analyst, and consultant for communications and information initiatives. Assesses progress in assigned projects/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures. Conducts in-depth analyses and applies analytical IT processes and supporting tools to the planning, design, acquisition, implementation, and corporate program management of new and improved information systems and technologies to meet MAJCOM and theater wide requirements.
-Enables reliable interoperability communications with Joint and Coalition Partners. Maintains oversight of the IT requirements across the various mission area makes recommendations to other divisions/directorates/command personnel. Approves plans and architectur designs and solutions to ensure adequate analysis and justification of requirements, realistic cost estimates, implementation dates. Coordinates and approves supporting requirements such as scheduling deliveries, availability of installation and test personnel, site preparation, and similar concerns.
-Determines requirements and recognizes and analyzing trends and providing instruction and orientation services. Determines if complex systems and processes are capable of meeting operational requirements, resulting in recommendations and decisions that affect whether or not a process or system should be used, be enhanced, or be replaced by other formal or ad hoc solutions.
-Manages mission knowledge, information, and situational awareness processes for internal and external organizations. Provides streamlined mission information flows improving the quality and speed of decision making, reduce duplication of effort, and maximizes automation by integrating processes and mission information technologies, systems, and tools across internal and external organizations.
RECRUITMENT KNOWLEDGE, SKILLS, AND ABILITIES (KSA):
-Expert knowledge of the principles, methods, and techniques of assessment, planning, management, monitoring, and evaluation as well as knowledge of the principles, methods, or tools for developing, scheduling, coordinating, managing IT projects and resources, monitoring and inspecting costs, work, and contractor performance.
-Ability to lead and manage information systems planning, development, implementation, operation, and maintenance. Knowledge of the principles, methods, and tools for the coordination management of LT programs to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related such as life cycle management and program governance
-Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies planning to budget formulation and financial management.
-Knowledge of concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to IT work/development efforts. Includes those who are actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome.
-Knowledge of the DoW Planning, Programming, Budgeting, and Execution process and its products, terminology, and guidance documents, including DoD budget and financial management regulations, OME Circulars, and congressional legislation.
-Ability to plan, organize, and direct the functions of a unit and mentor, motivate, and appraise subordinate staff.
