The Global Customs Office ("GCO") is part of the international Legal department (SD 71). As a "Center of Excellence", it advises all business units (divisions) of DHL Group worldwide, including Corporate Functions, Global Business Services and Service Lines, on all topics, issues and projects related to customs, indirect taxes and cross-border trade regulations.

In addition, the GCO performs central "Customs Compliance" functions, develops group-wide policies and standards, and monitors their implementation. The GCO team supports the divisions in fundamental regulatory matters, procedural compliance topics, and in dealings with customs and other authorities.

Key Responsibilities:

Regulatory Affairs Senior Specialist (m/f/d)

Responsibility for and management of current and future regulatory topics and issues of DHL Group in the areas of "Environmental, Social and Governance" (ESG) and Prohibitions and Restrictions (VuB) related to cross-border movement of goods and customs, such as the Carbon Border Adjustment Mechanism (CBAM) ("ESG-VuB customs topics"), with regional focus areas (including Europe):

  • Supporting the Head of the Global Customs Office in strategic decisions and fundamental issues relating to ESG-VuB customs topics
  • Managing all matters related to ESG-VuB customs topics and monitoring regulatory developments in this area
    • Assessing impacts on DHL Group and its divisions and deriving necessary measures with regard to risk mitigation and sustainable strategic development
    • Developing group-wide policies and procedural standards for ESG-VuB customs topics and ensuring their implementation
    • Coordinating and aligning group-wide policies and procedural standards for ESG-VuB customs topics and ensuring their implementation
    • Ensuring timely and effective communication of all relevant internal and external developments and measures to internal stakeholders
    • Preparing and presenting topics with high risk exposure or group relevance to senior management
  • Ensuring fulfillment of GCO's role as a "Center of Excellence" by advising and supporting divisions and central functions with regard to group policies and standards, procedural or regulatory issues, and escalations in ESG-VuB customs topics
    • Acting as the central point of contact and escalation body for ESG-VuB customs topics for central functions, Legal, divisions, and ESG departments
    • Providing tailored advice for the implementation or adaptation of group policies and standards, as well as for the development and implementation of necessary processes and monitoring and control measures
    • Supporting the identification and assessment of legal risks and defining required mitigation measures
  • Advising and supporting divisions in dealing with authority inquiries, investigations or audits directly related to ESG-VuB customs topics
  • Supporting cross-functional projects related to ESG-VuB customs topics
  • Participating in national and European professional associations, as well as coordinating and carrying out advocacy activities in alignment with the divisions and corporate representation
  • Participating in and supporting Divisional Legal Practice Groups, regional GCO Customs Knowledge Groups, and other working groups related to ESG-VuB customs topics

Professional Requirements:

  • Completed university degree in law or a comparable qualification
  • Many years of professional experience in ESG and/or VuB, preferably with basic knowledge of customs law and experience in the logistics sector
  • Strong affinity for understanding legal regulations, managing complex topics, and logistics business models and processes
  • Willingness to familiarize oneself with new regulatory topics (including customs law) and take responsibility for managing them
  • Experience in implementing and ensuring compliance policies and standards
  • Very good project management skills
  • Very good MS Office skills
  • Very good German and English language skills
