Serve as Chief, North Atlantic Treaty Organization (NATO) Manpower Branch, NATO Manning Division, Directorate of Manpower and Personnel (J1), HQ USEUCOM. Specialized Experience: One year of specialized experience includes 1) advising senior leadership on strategies to allocate manpower authorizations; 2) implementing manpower policies to support serviced organizations; 3) reviewing historical data and policy to develop manpower survey reports; AND 4) representing an organization in interagency or multinational forums related to manpower studies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Duties
Help
- Review permanent US military personnel requirements from multi-mission, international military units in NATO, quantify long-term staffing plan, and work to project future permanent US military manpower requirements for NATO.
- Execute the joint manpower program for NATO including detailed manpower guidance and monitoring the plans for distribution and allocation of manpower authorizations.
- Prepare rebuttals or reclamas for presentation to JS when it is considered that JS decision may hinder the accomplishment of NATO mission assignments.
- Direct the activities of four subordinates and supervises NATO manpower personnel and functions.
- Develop performance plans and appraise performance.
- Represent director, EUCOM J1 on special plans, projects and studies for NATO with the delegated responsibility for developing the ECJ1 position relative to NATO organization, mission, functions and manpower requirements.
- Serve as management specialist on survey teams for NATO.
- Manage the bi-annual validation process of US field grade officer posts in NATO for inclusion in the joint duty assignment list (JDAL).
