The Air Force Civilian Service (AFCS) is looking for a Full-Time Civilian Personnel Officer, GS-0201-13, to work under the 52nd Fighter Wing, located at Spangdahlem AB, Germany.

The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Civilian Personnel Flight and Non-Appropriated Fund (NAF) Human Resources element. Administers appointing and associated authorities on behalf of the Commander; to provide comprehensive advice on the full range of human resource management functions to the Commander, key managers, and supervisors; to integrate the program objectives of civilian personnel administration with allied and related programs; to recruit, appoint, classify, promote, reassign, discipline, demote, detail, compensate, separate, or effect other related personnel and position transactions pertaining to non-appropriated fund (NAF) personnel and the Civilian Personnel Flight functions assigned to the 52nd Fighter Wing. HR Services are provided to all USAFE-AFAFRICA commands by recruiting and maintaining an optimal civilian workforce.

Annual salary is $90,925 - $118,204 based on experience. (Not including overtime, holiday pay, annual or within-grade pay increases)

In addition to moving expenses being covered, this opportunity is also eligible for a tax free allowance to cover housing and utilities expenses. If selected and currently being a CONUS stationed employee, you will also receive return rights for up to five years ensuring you have a position to return to after the completion of this tour.

DUTIES AND RESPONSIBILITES:

-Plans, organizes, and oversees the activities of the Civilian Personnel Flight. Develops goals and objectives that integrate organization and force support objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary, to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns withregulatory compliance and/or customer requirements.

-Exercises supervisory personnel management responsibilities. Plans and assigns work to be accomplished by subordinates, considers difficulty of assignments and capabilities of employees, sets and adjusts priorities, and prepares schedules for completion of work. Selects candidates for subordinate positions taking into consideration skills and qualifications, and mission requirements. Explains performance expectations and provides regular feedback on strengths and weaknesses.

-Represents the Force Support Squadron with a variety of installation and functional area organizations. Integrates the objectives and requirements of civilian human resource management with allied and related programs which include but are not limited to finance and budget, manpower and organization, safety, security, staff judge advocate, Equal Employment Opportunity (EEO) complaints and resolution, and mobilization planning.

-Establishes, defines, and implements requirements for personnel programs to ensure operations are in line with regulatory and fiscal requirements, support goals, and mission requirements. Develops, monitors, and analyzes applicable statistical data to track operating programs, evaluate their effectiveness and applicability to strategic goals, and plan improvements.

-Administers appointing and associated authorities on behalf of the Commander for appropriated fund federal civil service personnel at an Air Force (AF) installation. Advises the Commander, key managers, and supervisors on the full range of civilian human resource management which includes requirements, accessions, development,

sustainment, separations, and Employment Management Relations (EMR) issues.

RECRUITMENT KNOWLEDGE, SKILLS, AND ABILITIES (KSA):

-Expert knowledge of the concepts, laws, rules, and regulations governing federal appropriated fund, Host

Nation/NATO/SOFA and NAF civilian personnel management principles.

-Knowledge of civilian pay budget policies and procedures.

-Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.

-Ability to lead, manage, and supervise a small, medium, or large size organization.

-Ability to manage a human resource office (e.g., personnel, budgeting, space management, safety, etc.).
